Which of the following most accurately describes the problem?

BY spending £280,000 on a crash programme, GLC highways and traffic committee proposes to have a further 200 miles of urban clearways in operation in and around London by July 1968. By centralized contracting of the marking out of the clearways and by streamlining the method of liaison between GLC and the borough councils, the committee expects to meet this target.

This programme is an extension of the schemes announced in February 1966. The whole scheme will now embrace:—

North Circular and South Circular Roads (A406); Al/A41 Clerkenwell to East Finchley; A2/A20/A201 Waterloo to Eltham; A3/A3036 Vauxhall to Tolworth; A 10/A1.09 Shoreditch to New Southgate; Al 1/Al2 Whitechapel to Harold Wood; Al3 Aldgate to Canning Town; A23 Lambeth to Coulsdon; A24/A3 Lambeth to Morden; A40 Shepherds Bush to North Acton; A4020 Shepherds Bush to Hanwell;

A41 Westminster to Hendon; A118 Stratford to Dagenham; A104 Islington to South Woodford; A200/A206 Southwark to Woolwich; A202 Victoria to New Cross; A215 Elephant and Castle to Upper Norwood; A307 Kew to East Bedfont; A404 Marylebone to Northwood; A503 Camden Town to Walthamstow.

The London and Home Counties secretary of TRTA, Mr. R. E. G. Brown, told COMMERCIAL MOTOR this week that the Association was—as GLC well knew—very strongly opposed in principle to these urban clearways.

The view was that they would generate more swarms of commuter cars, would not give any real help to the buses and would make life even more difficult for vehicles delivering goods. But he stressed that in the actual details of the individual schemes, TRTA was always very fully consulted.

A spokesman for London Transport said that the LTB had been pressing for some time for more urban clearways.
