Mr. K. W. G. Grand, president of the Institute of Transport, said that the railways recognized that the role given to them by the White Paper represented a challenge and the proposed redistribution was a formidable exercise not to be underestimated.

After this cross-road it was hoped transport would be allowed to settle down.
