T would like to comment on
the story 'Unit fine would lower cost' in CM3-9 June.
Without in any way condoning the offence,! take issue with the dictum of South Wales Traffic Commissioner John Mervyn Pugh that a request by an operator for time to pay a fine in instalments brings the financial standing of that operator into question.
While the conviction may well affect an operator's good repute, it is not a fair assumption that a fine can be paid immediatiey without placing intolerable strains on budgeted csh flows. A fine of, for example, £750 on a small developing transport business could well be such that time to pay is essential; requesting such time to pay is the right of any offender and if the magistrates have granted time it is because it was just to have done so. Licensing Authorities should accept this and concentrate on the question of repute.
