An 0-licence is required for commercial carriage of goods in the UK and a criminal offence is committed if one is not used. The Goods Vehicles (Enforcement Powers) Regulations 2001 permit Vosa to detain vehicles. The owner can apply for the return of a detained vehicle and it must be returned if the person using the vehicle held a licence or if the vehicle hadn't been used when an 0-licence was required. Vehicles which are not returned are often sold off at auction and only the net proceeds following deduction of costs and expenses are returned to the vehicle owner.
