TRANSPORT Secretary David Howell told members of the Administrative Staff College at Henley, Oxfordshire that the Government is maintaining its commitment to heavy lorries.

"The Government is committed to its proposed measures because they offer the best hope of containing the effects of lorries on people and the environment," Mr Howell said.

"So we shall bring them forward for final approval at the earliest opportunity the Parliamentary timetable permits."

The environmental groups are on the wrong side of the fence, he explained. "They have manoeuvred themselves into opposition to the very measures which offer the best hope of improvement."

They have misunderstood the proposals and not appreciated their full benefits. "Justified dislike of existing lorries has been projected on to our proposals for fewer, safer and less offensive future lorries running, where possible, on more suitable roads."
