Which of the following most accurately describes the problem?

A SURVEY of bus services by Surrey County Council to discover how well passengers' travel needs are being met is hardly likely to reflect the picture accurately. A questionnaire handed to passengers asked, among other things, the purpose of their journeys, fare paid, type of ticket, sex and age group.

As many people have been driven unwillingly on to the buses by the train drivers' strike and would return to rail as soon as it ended, answers to the questions may well produce an entirely misleading impression of passengers' needs.
