Which of the following most accurately describes the problem?

IT IS understandable that D. Knowles (CM, July 17) should not wish to see the Mateo at High Ercall close, as anyone who had a personal interest in such an institution would naturally regret its passing.

We at the Road Haulage Association are aware of the valuable work carried out at High Ercall (indeed at both Motecs) and would not wish to underestimate its achievements. Unfortunately, it is too expensive to operate — the estimated net cost for both Motecs for 1981-82 is about £2m.
