Which of the following most accurately describes the problem?

MINIBUS pooling is the subject of a report by R. L. Jackson recently published by the Transport and Road Research Laboratory.

The report, Minibus Pooling: The Ilford Experiment, studies the first known British example of minibus pooling which was introduced in November 1981, It carried a group of employees of Plessy Avionics and Communications living in Chelmsford to and from their workplace at Ilford.

The Ilford experiment involved Plessy employees in establishing a travel club and obtaining a fully licenced PSV minibus to operate the service. Several members obtained psv driving licences to allow them to take turns in driving the bus.

The report goes on to examine the possibilities for the concept in Great Britain and announces that the TRRL is hoping to organise a series of similar experiments.
