Which of the following most accurately describes the problem?

• The Freight Transport Association's working party, set up earlier this year to consider all aspects of the problems associated with the operation of commercial vehicles in urban areas, and their effect on general environment and amenity, has formed three working sub-groups. These are to cover: (a) local authorities and goods vehicles; (b) offstreet facilities for goods vehicles; (c) night deliveries.

The "local authority" group is to establish .close liaison with local authorities and in particular will examine the development of traffic management schemes which restrict the flow of traffic but allow access for vehicles on essential business; the access problems of shopping precincts; and restrictions on through traffic. The Association hopes to carry out planned experiments in conjunction with local authorities in certain localities, to test and assess the benefits of traffic management schemes.

The second sub-group is to determine guidelines for commercial vehicle requirements in new and re-development schemes. Discussions are to be held with architects, property developers and other similar interests.

The night delivery sub-group is to conduct a feasibility study into the possibility of further night or out-of-hours delivery schemes.
