Which of the following most accurately describes the problem?

CM's been saying for years that too many commercial vehicles are running around the country with dodgy or disconnected limiters. The VI's latest statistics clearly support this view. During 2000/01 it carried out a total of 3,384 instrumented checks on HGVs and PSVs fitted with limiters. The result 1,194 prohibitions issued and 2,059 offences detected—a staggering prohibition issue rate of more than 35%!

With extra money being made available for more portable roadside limiter testers the war against the limiter cheats is likely to hot up—and not before time either. We also welcome the fact that speed limiters will also be physically checked as part of the annual test during 2002.
