According to the VI, "on the whole we performed well against our targets". But it admits that when it comes to annual test forward booking times there is still room for improvement, as its service is "still not as well as we would like.

During 2000/1 it missed its own minimum target, agreed with the Dot of offering a test within 18 days of booking in 90% of all cases (88% actual). The VI blames staffing difficulties in some areas, coupled with an increased workload. In a bid to improve things it is running a national tester recruitment drive and transferring staff between stations.

"We shall also review the target with the industry to see whether we can find a better way of measuring the service they require," it says. The service requirement of operators is simple enough—to get every vehicle tested as soon as possible.
