Despite its shift in focus the VI certainly hasn't turned a blind eye to overloaders. During 2000/01 it actually issued more prohibitions for overloaded HOVs-3,627 compared with 3,222 in the previous year.

The use of portable weighpads in spot checks has clearly helped in the fight. The V1 notes that "Our prohibition rate at 6.4% is higher than two years ago (6.1%) before higher weights were introduced—which should have reduced the general incidence of overloading."

In the report it says it is looking at whether a more high-tech approach to enforcement might be effective, with systems like automatic weighIn-motion systems linked to cameras (as used in the Netherlands). So be warned.
