Which of the following most accurately describes the problem?

• An employers' offer of 7.6% over nine months (equivalent to 5.7% a year) is being recommended by unions to drivers in the Southern region of the Road Haulage Association, The increase is from 1 April and the employers' package — offered when the Joint Industrial Council met on 17 January — includes £1.50 on overnight subsistence, the introduction of a 90p meal allowance and an extra day's holiday.

If drivers accept the recommendation, the Southern region will become the second to settle. Scottish drivers have accepted a £10.25 flat rate increase (CM 10-16 January).

The Devon and Cornwall JIC met on 18 January. The em ployers offered a week on basic rates; retail price index on overnight subsistence and a rise in accident benefit from .40 to .i!60 per week.

The offer was not accepted and another meeting is set for 15 March.
