Which of the following most accurately describes the problem?

THE Scottish Licensing Authority decided to take no action against three hauliers called before him in Aberdeen under section 69 last week.

In the first case, Claben Ltd, of Aberdeen, fish exporter, had been called because of two overloading offences and two driver convictions on drivers' records.

Mr Alexander Sim, transport co-ordinator for the firm, said steps had been taken to ensure that the offences could not be repeated.

Gordon and I nnes (Transport) Ltd, of H untly, had been called because of one, overloading offence and five drivers' convictions for failing to enter correct driving records. Mr James Roy, managing director, said that the overloading offence had taken place in 1970 and the drivers' convic tions related to only two of the firm's 12 drivers.

One of the drivers had been under strain because of family problems and had been with the firm for 26 years, being one of its best employees, said Mr Roy. It was because of his record of service and problems that he had been kept on with the company. He had, however, been told no more offences could be tolerated. The other driver had also had a family problem when the offence had occurred.

George P. Smart, of Alford, appeared before the LA because of one overloading offence. The hearing was told that the offence had happened because the vehicle in question had been loading barley and it turned out to be heavier than the normal type. The firm's drivers had since been given instructions that would ensure there was no repeat.
