Object.

The competition has been inaugurated by the Club with the object of encouraging the improvement of the design of existing petrol-driven motorcars, in order to diminish the nuisance caused by foul exhaust. The trouble generally arises from two causes :--First, from an improper mixture, giving an excess of poisonous carbonic oxide in the exhaust gases; second, from excessive lubrication; causing an emission of blue smoke, due to the lubricant finding its way into the upper parts of the cylinders.

Regulations.

Under the Rules and Regulations of the Club.—The competition will be carried out under the Open Competition Rules of the A.C.G.B.I. for the time being in force and these regulations_ Arrangement of Competition.—The competition will be divided into two parts, namely :—Part t, road test ; and Part 2, incline test.

Entries.—Every entry must be for a vehicle complete, and must be made upon the official entry form of the Club, and shall state, inter alia, the name and address of the entrant and driver, who must be dulyplaced on the competitors' register. A separate entry form must be filled up for each vehicle submitted for competition ; and the last day of entry is Thursday, February ItIth, 1907_ The Club reserves the right to refuse any entry without giving any reason. Entry forms and full particulars may be obtained from the Secretary of the Automobile Club, i ig, Piccadilly, London, W.

Entrance Fee.—The entrance fee shall be L;s. The fee must accompany the entry form, and is not returnable.

Part 1.—Road Test.

The road test will consist of a run of about 15o miles. The judges will observe the cars, and will cause the same programme to be carried out by each competitor, and will note the results. It may be necessary for them to order cars to be over lubricated, or worked with improper mixture, in order that they may judge of the effectiveness of the means employed to correct these errors.

Part 2.—Incline Test.

The cars will be tested standing on an incline of about in 7 in each direction for to minutes, with the engine running at normal speed. The decision of the judges as to what is nornial speed shall be final. A half-inch cock must be fitted into some part of the silencer or pipes leading thereto for the purpose of coupling a gas analysis apparatus.

General Regulations.

Points of Merit.—The following points will be taken into consideration in making the awards, namely :—(a) The car which, independently of the skill or care of its driver, gives an exhaust least offensive to the public using the road ; (b) the car best constructed to enable the driver, by reasonable care, to obtain, continuously, an inoffensive exhaust ; (c) the best system or device to enable the driver to observe, continuously, the nature of his exhaust (such as a small by-pass to observe part of the exhaust, or a mirror to observe the whole). Devices which from their nature are always in action shall be given the preference over those which depend on the attention of the driver.

Awards.—The Club offers two awards for the cars which best fulfil the conditions. The Club will make these awards on the recommendation of the judges, but reserves the right to divide and to withhold either or both of the awards, if in its opinion the performance of the car or cars is not sufficiently meritorious. Notice of Withdrawal.—An entrant may at any time before the completion of the competition give notice in writing to the Club (stating his reasons) that he wishes to withdraw from the competition.

Supplementary Test.—If considered necessary by the Club, a supplementary test will be arranged, but no additional fee will be required.

Advertisements.—An entrant by entering for the competition thereby agrees to accept the official records and decisions of the Club, and authorises the Club to publish such records and decisions in such manner as the Club :hinks best. If the entrant or any person authorised by him desires to publish matter relating to the competition, whether by way of advertisement or otherwise, he shall submit a proof of such matter to the Club before its proposed publication, and he undertakes not to publish any such matter until he has received the written authority of the Club for its publication.

Responsibility for Damage.—It is one of the conditions upon which entries are accepted by the Club that the Club shall not be responsible for any damage that may be done by or to the cars and their accessories during any part of the competition or while the cars are under the Club's charge, either by fire, accident, or otherwise, nor for the theft of any of the cars or their accessories. The cars and their accessories shall be at all times subsequent to entry for and until the close of the competition at the risk in all respects of the person or persons entering the same, and no action at law whatever shall lie against the Club or any member or members or representatives thereof in respect of any act or omission in connection with these regulations or with regard to any matter arising out of or concerning this competition. Test Void.—In the event of any occurrence entirely beyond the Club's control rendering it impossible for the Club to continue the competition, the Club reserves the right to issue such report as it thinks desirable, and may at its discretion return a proportion of the entry fees, but the entrants agree by entering that they shall have no claim of any kind against the Club.

Entrant to Inform Himself.—Every entrant shall be deemed to be acquainted with these regulations and to undertake to be bound thereby and by the Open Competition Rules of the Club for the time being in force. Interpretation of Regulations.—The interpretation of these regulations shall rest entirely with the Club, which may from time to time alter, add to, or omit from them.
