Which of the following most accurately describes the problem?

THE BREWERY Logistics Group (BLG) has hit out at the "stupidity" of parking attendants in the London borough of Camden after one of its members' trucks got two parking tickets for different reasons at the same time The ExelTradeteam vehicle was parked in Whitfield Street on 8 February when it was issued with two tickets, both timed at 10.13am. Mike Bracey, chairman of the BLG. which includes Young's Brewery, Guinness and Carlsberg UK, reports that BLG members are currently paying in excess of £500,000 a year in fines.

"The attendants were obviously working together but handed out tickets for different reasons," Bracey explains. "One for not parking within the markings of the space, and the other for parking in a restricted street.

"Camden is the second largest issuer of tickets in London," he adds, "and this just highlights the stupidity of what is going on."

The attendants' actions come just weeks after BLG, National Car Parks and Camden and Westminster Councils launched a training video encouraging attendants to take a more reasonable approach to drivers trying to make deliveries in the capital.

A Camden Council spokesman says it seems the truck was parked partly on a yellow line and partly in a pay-and-display bay.He explains: "In this instance we would expect a ticket to be issued for either one of the offences but certainly not both. We will only enforce one of these tickets."

But Bracey believes both tickets should be thrown out on appeal: "I don't understand how they can work out which parking ticket was correct and which was incorrect."
