Which of the following most accurately describes the problem?

EVER heard of a bus being towed away to a car pound .1--d when it should have been on service? Perhaps not, but a No. 188 bus of London Transport suffered this indignity last week, In fact. it was the second occasion this had happened during the past few weeks. Understandably, London Transport were livid when asked to pay a £2 fine. Apparently when the bus arrived at Deverell Street, off the Old Kent Road, the authorized space was filled by private cars. The bus crew, who were going off duty, left the bus in charge of an inspector. This inspector went to seek police assistance, as unfortunately the relief crew were delayed by traffic congestion. When the police arrived, however, they drove the bus off as well! A police officer is said to have told the inspector that the bus could have led to an obstruction. That. is all very well, but you can go too far.
