• Systematic fraud and cargo theft threaten to undermine the TIR Carnet system, warns the International Road Transport Union (IRU).

The TIR system allows companies to avoid border inspections after their loads have been inspected and sealed by customs officers in the country of origin. The IRU says criminals have been abusing the system.

In a bid to tighten up on security the union has linked up with a Geneva-based surveillance firm to monitor the TIR permits and cargos.

The Societe General de Surveillance, which has offices in all participating TIR countries, will try to ensure that each TIR clearance has been correctly discharged. "This should help us to beat the frauds," says the IRO.
