Which of the following most accurately describes the problem?

• The GLC's plan for free travel for pensioners in London has run into trouble.

Following objections from London Country Buses and certain local authorities, the Traffic Commissioners have ruled against free travel for non-GLC areas.

This means that with the consent of the London borough councils, pensioners within Greater London should get their free passes early next month. But those living odi.side Greater London, but who are served by 70 London Red services will not reap the benefit of the passes.

Deputy GLC leader. Mr Illtyd Harrington commented: "We are sorry about this, but we are absolutely determined that our pensioners will not be disappointed. There has been a massive welcome for free travel."
