Which of the following most accurately describes the problem?

• Distribution of books of bus tickets valued at £3 commenced last week at the transport offices in Victoria Street, Grimsby, for Cleethorpes pensioners to enable them to travel on the buses of the Grimsby and Cleethorpes Joint Transport Undertaking. The bill will be paid by Cleethorpes Corporation who will pay the bus undertaking £3 for every book of tickets issued.

Commenting on the matter the deputy manager of the undertaking, Mr E. W. Mills said the tickets were only available for Cleethorpes pensioners as the Grimsby Corporation had intimated they lacked the money to pay for it.

OIL J. Saunby, chairman of the Clee‘:thorpes finance committee, said the Corporation had made provision to spend £4500 on tickets in last year's estimates. The system which was scheduled to start on April 1 was delayed as Cleethorpes Corporation waited to see if the Grimsby Corporation would follow suit.
