Which of the following most accurately describes the problem?

• A bias in favour of the nationalized sector of the road industry was shown in ITV's World in Action programme in which the vehicles of three hauliers were "tailed" by TV camera crews. This is the main conclusion in a second case study conducted by Aims of Industry. The first was detailed last week in CM.

The study points out that none of the vehicles involved in the programme belonged to BRS but in spite of this the reporter introducing the programme stated that without qualification BRS "observe the letter of the law". The report points out that the programme could have a damaging effect on the relationship between the two sectors of the industry. "From a state not far short of open warfare between the two sectors of road haulage the situation has gradually changed for the better. The NFC companies are now regarded as little or no different from other hauliers. They are welcome members of the industry.

The report sums up "whether deliberately or through lack of knowledge, the producers left the impression that they were dealing with the whole of the road haulage industry conveniently divided according to ownership into sheep and goats".
