Which of the following most accurately describes the problem?

Tam writing, in sheer disbelief, to warn other parents of the perils of arranging a trip to Truckfest for a truckmad three-year-old.

My husband drives for a company that exhibits its vehicles at the show, and last year a very miserable two-yearold waved goodbye to his daddy...promised that next year he could attend.

"Next year" has now arrived and he is so looking forward to the show that family, friends and anyone who meets him is told how he will "drive" dad's Scania in the ring at Truckfest However, it now appears that the company that insures the vehicles will not insure this excited little boy to ride in his dad's lorry. The bosses agree, the AA would arrange separate insurance, but it appears that a three-year-old's dreams are to be shattered by the petty beaurocracy of big business. We haven't yet broken the news to him and with just two weeks to go until dad goes away without him again, we can't find the words to explain.
