• The Minister of Transport on Monday laid before Parliament the Goods Vehicles (Production of Test Certificates) Regulations 1970. These will require, from April 1, 1971, a valid test certificate to be produced when applying for an excise licence for any motor vehicle which should have been tested under the Goods Vehicles (Plating and Testing) Regulations 1968.

From the beginning of this month all pre-1968 vehicles should have been plated and tested. During 1970, post-1968 vehicles become due for test, and when the link is completed by these new regulations in April 1971, a valid test certificate will be required for licensing goods vehicles over one-year old.
