Which of the following most accurately describes the problem?

'THE American Cummins C-160 7-6-litre I six-cylinder diesel is to be fitted in 21 E.R.F. goods vehicles to be built for use in Portugal, delivery of which is scheduled to start in August. The C-160 engine has not previously been used in British road vehicles, and the units for E.R.F. will be imported from the U.S.A. The engine has a gross S.A.E. rating of 160 b.h.p. at 2,800 r.p.m., which means that its net rating by British standards would be about 148 b.h.p., and the quoted torque is 362 lb. ft, at 1,400 r.p.m., which again is probably 7 or 8 per cent high by British standards. With bore and stroke dimensions of 112.7 mm. and 127-0 mm. respectively, the C-160 has four valves per bore, and its catalogue weight is 1,600 lb, It is appreciably smaller than the NH-180 engine frequently used in British export heavies, with a length of 45,8 in, and a height of 42-4 in.

The vehicles to which these Cummins engines will be fitted represent an initial order worth £50,000 placed by Caleiro, Games and• Gomes Lda., Avenida da Republica 64-2, Lisbon, who have just been appointed E.R.F. distributors for

Portugal, Angola and Mozambique. Caleiro, Gomes and Games will assemble all but the first vehicle in a plant at Setubal, 20 miles south of Lisbon, and negotiations are proceeding with a view to the Portuguese company taking over distribution of E.R.F. vehicles in Spain also, the present distributors being I.C.A.L. The vehicles will be fourand six-wheeled models, the two-axled machines (being for 23-ft. bodywork), whilst the six-wheelers will be for 26-ft. bodies.
