Which of the following most accurately describes the problem?

LTh.A VEHICLE observer corps covering the Medway towns—including the Isle of Sheppey—came into operation on Monday. This move is part of the plan to develop the network of observer corps all over the country. Membership of the Medway towns corps is open to all commercial-vehicle operators and further details can be obtained from the Metropolitan and South-Eastern secretary of the Road Haulage Association at Evelyn House, 62 Oxford Street, London, W.1 (tel.: Langham 4911).

The activities of the London corps have been extended by the formation of a group sponsored by the Enfield Industrial Transport Managers' Club. The new group will form an important link with the projected observer corps for Herts and Beds.
