Which of the following most accurately describes the problem?

AN unsuccessful application was made to take over the A licence of a man who was lost on a flight to Iraq more than two years ago, when the Northern Licensing Authority sat at Kendal last week. The application was made by the man's brother but was partly refused because it was made too late.

Mr. John Alexander Brailsford, Amside, Westmorland, Westmorland, was applying for the transfer of an A licence from Mr. W. R. Brailsford because of his brother's complete disappearance.

Refusing the application, Mr. J. A. T. Hanlon pointed out that it should have been made within a month of the disappearance. He pointed out that Mr. J. A. Brailsford, trading as W. R. Brailsford and Co., Ltd., had carried goods to London, South Wales and Scotland, but the licence granted to Mr. W. R. Bransford was for a limited local area.
