Which of the following most accurately describes the problem?

rE question Of tightening control of the movements of abnormal indivisible loads is being studied by the Ministry of Transport. This was stated by Mr. Harold Watkinson, Minister of Transport, on Monday when he spoke at a meeting of civic delegates in the City Guildhall,,London, held to launch the "Be a Better Driver" campaign.

After he and various other personalities had spoken about the need for improving driving standards, questions were invited from the delegates and one asked when more was going to be done about "shifting heavy goods on to the railway." The Minister confined his answer to abnormal loads without widening the argument to embrace general goods carried by road.

Theme of the campaign is that whilst a good driver is one who consistently observes the Highway Code, a better driver makes allowances for those who do not. It is to run until July 18. Shell-Mex and B.P., Ltd., are to award a trophy each year to the person who is judged to have made the greatest contribution towards the safety of children on the road. Arrangements in this respect will be made by the. Royal Society for the Prevention of Accidents.
