Which of the following most accurately describes the problem?

A "JUDGMENT of Solomon" has 1-1 been delivered by the East Midland Traffic Commissioners on an application of Leicester Corporation to extend an existing bus service to the village of Evington, formerly outside, but now inside, the city, boundary, and the centre of a rapidly growing suburb.

The existing service is operated by Mr. H. T. Errington and the corporation application has been granted "as from the date when H. T. Errington ceases to hold his licences." Mr. Errington has, however, sought consent to the transfer, of his licences to the.. Birmingham and Midland Motor Omnibus Co., Ltd., and when the corporation application was heard, in January, an application to take over all his services was also brought by the "Midland Red."

Recently, the Midland company's application for the Evington service was dismissed; but its applications in respect of other services were granted. Both the corporation and the company had made offers to Mr. Errington for his services, but that of the " Midland Red" was finally accepted, subject to licences being transferred.

Deadlock now appears to be the position. Negotiations are held up. The corporation, can operate its service when Mr. Errington gives up. Mr. Errington will give up when he can sell out to the Midland company, which is appealing.
