• The supply of Spanish permits at the International Road Freight Office has dried up and the Spanish authorities are alleged to be dragging their feet over coming up with new ones.

A higher-than-expected demand for permits to Spain has already led to delays of several weeks, although DTp officials are regularly telexing their Spanish counterparts to ask for a fresh supply, says IRFO manager David Jefferson.

Permits are scarce because the UK was limited to 14,000 in the last round of allocations in July — up only 500 on 1989. The IRFO is encouraging hauliers who do not need quota permits (those carrying refrigerated goods or transiting the country) not to apply for them and so deprive others.
