• Edward Young, trading as A&A Demolition, of Cardiff, was said to be living proof that the maintenance system recommended in the South Wales Traffic Area worked, when he appeared before South Wales Licensing Authority John Mervyn Pugh.

Young was applying to add three trailers to his 20-vehicle licence. Last December, the licence was renewed for a 10month period only, because of his unsatisfactory maintenance record. At that inquiry, Young promised to institute the recommended system, and he told the LA that the company's vehicles had only attracted one prohibition notice since.

Granting the variation, Mervyn Pugh said that while in the past Young had been picking up prohibition notices like confetti, he was now using the recommended system and it was working.
