Which of the following most accurately describes the problem?

• Bus managers prefer to be in a competitive world rather than operating secure franchises from local or national government, according to a management audit recently published by Birmingham Polytechnic and the Dip.

But, while 68% saw better prospects for their company and for bus managers, 50% thought that the travelling

public were worse off following the 1986 deregulation.

The audit was based on urban experience of 44 managers or former managers outside London and Scotland. Some 200 Omnibus Society members and other observers gave high scores for frequency, drivers' attitudes and convenience of routes but low ratings to information and reliability.
