Which of the following most accurately describes the problem?

• Three new cellular container ships are to be launched by Manchester Liners Ltd. on November 1, in December and in March 1969 on the Manchester /Montreal run. The ships, loaded with 500 20-ft. containers will take 12 days for the round trip and a 48-hour turnround at port was anticipated. a public inquiry was told in Liverpool on Friday.

H. Taylor and Sons, Wigan, was applying to carry goods and containers for Manchester Liners within 175 miles of base on 12 of its B-licensed vehicles. Previously Taylor had been carrying newly manufac tured containers for the Central Wagon Co. Ltd. to Manchester Liners and since Taylor's trailers were fitted with the special container locking mechanism. the latter company now wanted Taylor to carry load ed containers from customers' premises to the new ships, said Mr. J. A. Backhouse, for the applicant.

Mr. A. Halford, container manager, Manchester Liners, Salford, said con tainerization had developed rapidly. In 1967 150 outgoing and 50 in-coming containers were handled per week; this year the figures were 400 and 100, respectively. Any grant would not affect work given to the five objectors and, indeed, negotiations were tak ing place with British Railways to utilize Freightliners from mid-1969, said Mr. Halford.

Exclusive use of the vehicles was not envisaged but all 12 vehicles could be re quired when vessels were in port. Manchester Liners had contracts with Pilkington Bros. and British Domestic Appliances Ltd. commencing; these would require more vehicles to be licensed, he said.

The North Western deputy Licensing Authority, Mr. A. H. Jolliffe granted the amended variation.
