Which of the following most accurately describes the problem?

LAST WEEK IT WAS the Pope's visit that clogged up the roads, this week operators have been warned that golf fans will be slowing them down. Major routes in south Wales, alongside the Severn Crossing, are predicted to be very busy between Sam and 10am between 27 September and 3 October as the Ryder Cup tees off at Celtic Manor in Newport.

While the Ryder Cup doesn't begin until 745am on 1 October, golf fans will be flocking to practise rounds to see Lee Westwood, Rory McIlroy and the infamous Tiger Woods.

The Ryder Cup coincides with the introduction of card payment services on the Severn Crossing, hut as the machines will only work when a PIN number is inserted, the Highways Agency says it will slow down traffic.

So the government decides to clog up the roads even further just in time for a major international sporting event? We can't wait for the Olympics...
