Which of the following most accurately describes the problem?

▪ International haulier Paul Hardy of Hartlepool was said to have wasted the court's time when his solicitor withdrew an application to renew his 0-licence at a Leeds public inquiry

Hardy, who -trades as Hardy International Transport with a licence for five vehicles and five trailers, had been called to disciplinary proceedings before North Eastern Deputy Licensing Authority Brian Horner because

of doubts over his financial standing, convictions and the use of an unauthorised operating centre.

After Stephen Kirkbright, for Hardy, withdrew his application for licence renewal, Horner said the existing licence identity discs would have to be surrendered immediately as Hardy now no longer had continuing authority to operate. The disciplinary matters would no doubt be considered should Hardy seek a fresh licence.
