Which of the following most accurately describes the problem?

THE 1977 FLEET Management Conference, in London, on Wednesday, proved to be as lively as we had hoped it would. The four debating sessions gave the 600 delegates an opportunity to discuss political, engineering, operational and indutrial relations topics with M Ps, fellow operators, manufacturers and trade union officials.

The first session brought together Leslie Huckfield, Parliamentary Under Secretary of State at the Department of Industry, and Shadow Transport Minister Norman Fowler.

Mr Huckfield supported the White Paper; Mr Fowler presented the Opposition alternative The subsequent discussion of this and the other papers will be published in CM next Friday.

The second session examined the claim that own-account operators were less professional than the hire and reward operator. Frank Woodward, transport services executive of the Plessey Company, led for the own-account man; Ken Rogers, vice-chairman of the RHA, argued the professional's case.
