Which of the following most accurately describes the problem?

ALLEG AT1ONS of overloading were discussed during an appeal hearing before Mr. J. M. Glen, Ministry of Transport inspector, at Newcastle last week. Messrs. Thomas Talbot and Sons, Coxhoe, Durham, appealed against the .Northern Licensing

Authority's refusal of a licence to run , a stage service between North Bowburn and Spennymoor trading estate.

Mr. T. H. C. Wardlaw, for the appellants, said that at present Bowburn people had to change buses in order to get to the trading estate. He had called evidence before the Authority to show that the buses of Messrs. Gillett and Baker were being overloaded.

For Messrs. Gillett and Baker, Mr. J. L. R. Croft said that the Authority had referred to the police the charges of overloading, but police observation had shown that this was not taking place. Complaints of overloading had been confined to periods of bad weather which had caused people who usually made their own way to work to use the buses.

United Automobile Services, Ltd., Durham District Services, and Messrs. Gillett and Baker were respondents.
