Which of the following most accurately describes the problem?

THREE more applications for permission to carry building materials came before Mr. S. W. Nelson, Western Licensing Authority, last week.

W. W. Gil de r, LW., Chipping Sodbury, sought a B licence for six tippers to be operated within an 80-mile radius, Messrs. Massey and Wilcox, Radstock, an A licence for two tippers (120-mile radius), and Messrs. Brock Bros., Falfield, wished to add four tippers to their A licence to work within 150 miles. Messrs. Brock also wished to carry agricultural requisites.

E. Whittock, Ltd., Edwards Transport (Frame), Ltd., and Messrs. R. and W. Febry objected to Gilder's application, but British Railways and British Road Services withdrew their opposition. Witnesses from various quarries gave evidence of the need for more vehicles and the application was granted.

B.R. and B.R.S. unsuccessfully pursued their opposition to the application of Messrs. Massey and Wilcox, whilst Whittock, Ed w a r ds Transport, W. Viney, Ltd., and Messrs. F. Read and Son withdrew theirs. Similar evidence of need was produced as in the Gilder case. The licence was granted.

Mr. H. R. Brock, of Messrs. Brock Bros., said that he had bought an ex-B.R.S. vehicle for £1,800. He 'valued the lorry at £1,000 and regarded the balance of £800 as an entry fee to the haulage industry. Edwards Transport and Messrs. Febry did not pursue their objection in this case, but B.R. and B.R.S. opposed the suggested carriage of agricultural r eq ui si tes by the applicants.

Mr. Nelson granted a licence for builders' materials only. He said that he regarded the applicants as newcomers. " In my experience in Newcastle over eight years," he recalled, "1 granted a licence to only one newcomer."
