Which of the following most accurately describes the problem?

THE Road Haulage Executive was fined £5, with 11 15s. costs, at Otley, on September. 16, for using a vehicle of exceptional size without giving notice to the police.

For the prosecution it was said that -a vehicle carrying a bulldozer was travelling along the Ilkley road, and that in attempting to pass another vehicle it knocked down a lamp-post and extensively damaged a private car. Route .permission, had it been sought, -would certainly, not have been granted for this stretch of road. The area representative of the Executive, admitting the fault, said that there had not been time to notify the police of the route.

: The presiding magistrate, M R. T. A. Renton, commented on the inability to pin responsibility on anybody in, this ease, for the real defendant was the Government. He considered the situation was thoroughly unsatisfac'tory, for the fine would simply mean a debit in one ledger and a credit in another.
