Which of the following most accurately describes the problem?

Arthurton almost concedes defeat in his search for the ideal Transport Secretary, lamenting the fact that there are few who

appear to have all the necessary qualities. But

as a self-confessed 'Maggie's child' he remains a fan of the ruthless determination and conviction of former Conservative Prime Minister Margaret Thatcher.

"I would not for one minute think it should be the leader of the FTA or RI-1A — I don't think they have fought hard enough for our industry," he says. "But whoever got the job should start with revising speed restrictions by increasing the limit in some areas and reducing it in others.

"They should also make it harder to get into road transport," Arthurton adds, "because getting an 0-licence is already too easy.

"And maybe there should be three separate ministers for road, rail and air who should all report to the Transport Secretary. At the moment, one person is supposed to look after the lot."
