Which of the following most accurately describes the problem?

• A campaign of civil disobedience is being planned by residents of Tetbury. Glos to force through a local lorry ban.

The campaign is being spearheaded by mayor Brian Kimber, who says that many subcontractors for quarries in the area pass through Tetbury, even though they are advised to take another route.

The residents are furious over the Highways Authority's

latest decision to spend £65,000, which had been earmarked for diversions on other road schemes. "This has caused anger." says Kimber.

He has an open meeting this week.

If there is enough support, residents may block the main road in Tetbury by walking in single file up and down the town's three pedestrian crossings.
