Which of the following most accurately describes the problem?

Paul Arthurton welcomes plans to introduce more rest areas and says modelling the system on Continental lines would be a good thing.

"In Europe you find rest areas every 3040km with showers and other facilities," he adds. "But every 5-6km you also get small rest areas about 20 yards off the main road. They aren't manned but they are clean and tidy and have a few picnic tables."

Arthurton believes the crucial question is whether drivers will have to pay for them. He covers drivers' costs at the moment if they have to pay to rest. but doesn't believe he gets value for money. At the moment. an overnight stop can cost £15 per truck. Arthurton believes this is fundamentally wrong, as drivers are simply fulfilling a legal requirement to take adequate rest.

"There is no security at motorway services." he points out. "Also, many firms trunking between Scotland and the South do trailer changes during the night at service areas. so our drivers don't get much sleep at all because of the noise
