THE MANAGING DIRECTOR of DHL's international mail arm has joined postal regulator Postcomm and taken control of the licensing system that governs parcel companies.

John Ivers left DHL Global Mail at the end of August and started his new post on 2 October.

As director of licensing framework and market intelligence, he will also be responsible for the annual Competitive Market Review, which assesses the parcels sector and ensures that it remains competitive.

According to Postcomm, Ivers is its main point of contact for large mail customers and for new and prospective postal operators.

Before joining DHL Ivers was chief executive of postal operator SMS, president of internet postage company Stamps.com's international division, and vice-president at Pitney Bowes.
