A former director of Harris Transport (Merthyr has lost his bid for an 0-licence after Welsh Traffic Commissioner David Dixon decided that he was not of good repute. Andrew Harris was seeking a licence for two vehicles.

The IC commented that there were a number of issues to take into account.

In April 1996 a licence application by the company was refused on grounds of repute. It was then granted a licence in February 1997 which was revoked in July 1997.

Harris was disqualified as a company director for four years in April 1999. In November 1999 he was sentenced to 12 months' imprisonment after being convicted of evading landfill tax.

In his application form Harris had answered ''no'' when asked if he had ever had a licence refused or revoked. or if he had been involved in a company going into liquidation or receivership.

In July a Harris vehicle was stopped in Cornwall while allegedly operating illegally.
