In May 1992 one of Pheasey's vehicles struck and killed Susan Williams, whose daughter Mary subsequently founded Brake, the campaign for safe road transport. After the accident Pheasey was convicted of using a vehicle with defective brakes and steering and fined £2,300.

This week's public inquiry followed more recent criticism by a Department of Transport vehicle examiner of the standard of safety inspections by Pheasey.

North Western LA Martin Albu said he was only con

cerned with the events that had happened since January.

Pheasey told the LA that he now had a contract with a reputable commercial garage to inspect his vehicles and trailers every six weeks.

Albu said he was now satisfied that Pheasey was aware of his responsibilities and had taken appropriate action.
