Which of the following most accurately describes the problem?

• Rumours that the system of age-related registration plates will end after 1997 have been dismissed by motor industry manufacturers and the Government.

The Department of Transport says the Society of Motor Manufacturers and Traders and the Retail Motor Industry Federation have asked it to change the system for one that avoids the notorious August rush for new plates. The extra cost of supplying a fifth of Britain's new vehicles in a single month is about Llbn—and it is passed directly to vehicle buyers.

But both the SIVIMT and the DOT deny that they have narrowed down the options to a quarterly plate change or a colour change. "We're in discussions but we're not saying anything," says the SMMT. "The Government has seen several options."
