THERE was no room for complacency I among local authorities and officials with regard to cleanliness and quietness in the collection and storage of refuse,• said Mr. F. St. L. McCarthy, director of public cleansing for Marylebone, at the Public Works Congress on Friday.

Drawing attention to the need for pro, gress in body design, the speaker said ' even the most careful teams could not avoid spillage of refuse when using obsolescent types of vehicle. The first requirement in a collection body specification today was an enclosed receiving hopper with " continuous " loading. Transfer of refuse from bulk containers to the collection vehicle left much to be desired, went on Mr. McCarthy, but the problem of preventing dust emission should not be insoluble. Pollution from vehicle exhausts caused high concentrations of fumes in the streets and more thought should be given to the placing of exhaust pipes on vehicles.

Remarking that electric vehicles were unchallenged for cleanliness and quietness in operation, Mr. McCarthy noted that, except for a few notable cases, they had not achieved any strong position in British cleansing circles. "
