Which of the following most accurately describes the problem?

A driver employed by Dover-based Mike Beer Transport has paid £785 in fines and costs for two tachograph offences. Mark Jones admitted the offences when he appeared before the Barking Magistrates.

Prosecuting for the Vehicle Inspectorate, Anthony Ostrin said that a two-axle rigid belonging to Mike Beer Transport and driven by Jones was stopped in a check on the A13. An examination of two tachograph charts produced by Jones revealed that 17km were missing from the first chart and 271(m from the second.

It was clear that Jones had run without a chart in the tachograph on both occasions, said Ostrin: the first creating a daily rest offence and the second indicating an intention to break the hours and rest regulations.

Ostrin stressed that such prosecutions were brought in the interests of road safety. lie said drivers were required to utilise their tachograph records at all times, otherwise it was impossible to tell if they were complying with the regulations.

Appearing for Jones, Chris Foulkes blamed the first offence on a traffic jam on the M25. On the second occasion he had miscalculated his hours and would not have been In breach of the hours' limits even if he had riot taken the chart out of the tachograph.

Fining Jones 1450 with £335 costs, the magistrates said these were serious matters as road safety was of paramount importance.
