Which of the following most accurately describes the problem?

• A German lorry driver has been jailed for five years for causing a pile-up which led to four deaths on the M11 and M25 last August.

Kurt Egon Boerner pleaded guilty to causing death by dangerous driving when he appeared at Chelmsford Crown Court. He was driving an artic along the M11 in clear, dry conditions on 24 August. when he ploughed into the back of a stationary vehicle waiting to join the M25. The impact led to a series of collisions involving seven vehicles and killing four people, including two children.

The Essex pace investigation into the crash, named Opera tion Newton, discovered that

Boerner would have been suffering from fatigue having worked and driver excessive hours over a 43-hour period before the crash, with little opportunity for rest. Inspector Simon Morgan says: -This is yet another example of driver fatigue. If Boerner had taken adequate rest this incident would never have occurred."

The German authorities are conducting an investigation into the operation of the German haulage company for which Boerner was driving at the time.

Judge Gareth Hawkesworth said there was little difference between a drunk driver and a professional driver who "renders himself dangerous by knowingly breaking drivers' regulations".
