Which of the following most accurately describes the problem?

• The row over whether vehicle examiners are regularly forcing hauliers to put their trucks through a full MoT if they want to clear a roadside prohibition notice is hotting up (CM 16-22 May).

In a letter to CM this week, the Vehicle Inspectorate says that roadside examiners have limited facilities for clearing prohibitions, so they are normally removed after a full inspection at a test station.

Although it advises hauliers to have an annual test carried out at the same time as a prohibition removal — especially if their certificate has only a month or two to run — the VI's deputy chief executive Julian David stresses that vehicles are not required to have one.
