Which of the following most accurately describes the problem?

IN JULY when Jim Prior makes the expected announcement of the demise of Industrial Training Boards could it be that he will also announce a one per cent National Training levy to be paid by all industries and businesses?

This levy would be calculated as payroll tax and remitted monthly with the PAYE and NHI contributions, and used to offset payments being made by the Manpower Services Commission.

There would be no levy rebate for employers who would be encouraged to use school-leavers under the work experience scheme and in effect have their wages paid by the MSC for the first six or 12 months.

Greater emphasis could be put on attracting apprentices, where employers could receive a full refund of wages in the first year with a reducing amount in the other three years. Fees charged by Colleges or Group Training Associations would be paid by the MSC.

Group Training Associations would be self-supporting, and they would be responsible for agreeing training programmes locally with the MSC. And it would be up to the industry and GTAs to show there was a need for any specific type of training — an extension of TOPS under the various trade classifications. R. E.
